Arsenal and the second-most expensive player in the triple transfer blitz have reached a "full agreement."
Following Fabrizio Romano's confirmation that another component of their four-player transfer frenzy has been finalised, Arsenal has taken a significant step further in their pursuit of a new addition.
Arsenal is one of just three Premier League teams who haven't made a signing announcement for the summer 2025 transfer window, along with Nottingham Forest and Fulham. But with up to four arrivals on the horizon, the situation is about to drastically change.
Christian Norgaard from Brentford, Kepa Arrizabalaga from Chelsea, and Martin Zubimendi from Real Sociedad are the three players Arsenal hopes to finalise soon.
According to Romano's most recent information, Valencia defender Cristhian Mosquera is the fourth target they hope to add to their first round of summer acquisitions.
Arsenal and Valencia recently began negotiations for Mosquera, but their initial offer of €14 million (£12 million) was turned down.
Arsenal is now stepping up their game. Romano has stated that they are prepared to make their second offer, which may exceed €20 million (£17 million).
The major development that might tip the scales in Arsenal's favour is that they have personally established a "full agreement" with Mosquera.
The 21-year-old is obviously interested in joining Arsenal, so they're hoping their most recent offer will be the one to compel Valencia to sell.
Mosquera would fall between Zubimendi (£55m) and Norgaard (£10m + up to £5m in add-ons) in terms of expenditure if he does cost at least £17m. At barely £5 million, Kepa will be the least expensive of them all.

After these four moves are finalised, Arsenal will still need to add to other sections of their squad, even though they are beginning to grow busier in the transfer market.
For instance, finding a new striker is still a top priority, as both Benjamin Sesko (RB Leizpig) and Viktor Gyokeres (Sporting CP) are being strongly linked.
Regarding Gyokeres, there has been news in Portugal that the player is pushing for a move to the Emirates Stadium and is demanding showdown discussions.
In other developments, Bukayo Saka is said to have been a key player in another Arsenal transfer attempt.
Saka reportedly secretly advised an attacking midfielder on Arsenal's radar to pick them over Tottenham Hotspur, their rivals in north London.

Cristhian Mosquera is who?
Mosquera is a right-footed centre-back who was born in Alicante, which is in the Valencia area of Spain.
Before making his first-team debut at the age of 17 years and 6 months in the Copa del Rey in January 2022, he played for Valencia's B team for two years and in their academy for five years.
A few days later, he was given the opportunity to make his La Liga debut.
Since 2023, Mosquera has been a consistent component of Valencia's first team, making over 100 appearances. At the Olympics in Paris, he also represented Spain's under-23 team.
Mosquera is skilled with the ball because of his youth futsal experience, but his strength and skill in the air are even more important.
Although he has occasionally played as a right-back, his typical position for Valencia has been middle centre-back in a back three.
Mosquera had a 90.5% pass completion rate and was in the 96th percentile of center-backs in the 2024–25 La Liga season in terms of ball recoveries per 90 minutes (5.15).
He was instrumental in Valencia's comeback under Carlos Corberan, starting 37 of the team's 38 league games and finishing 36 of them.
However, Mosquera now appears prepared to advance in his career and showcase his diverse skill set on a new platform.
